Panel discussion on UK definition of anti-Muslim hostility

I support the Government's definition, and am delighted they have dropped the word "Islamophobia."

On 9 March 2026, the UK Government published its long-awaited definition of anti-Muslim hostility.

Three days later I took part in a panel discussion about it on  "The World Today News" show "The Protagonists" presented by Mike Ryan.

After the programme details and the video, I have included the full definition and some additional information.

Robin Tilbrook

Robin Tilbrook is the Leader & Chairman of the English Democrats and Chairman of the Workers of England Union. He is an English Solicitor and runs his own law firm.

The English Democrats launched in 2002 and are the only campaigning English nationalist Party and campaigns for a referendum for Independence for England; for St George's Day to be England's National holiday; for Jerusalem to be England's National Anthem; to leave properly and fully the EU; for an end to mass immigration; for the Cross of St George to be flown on all public buildings in England; and his party supported a YES vote for Scottish Independence. 

Me

I have copied below the definition verbatim from the Government's website.

I have then highlighted in red some key words, because they are likely to be widely overlooked when the definition is discussed.

Anti-Muslim hostility is intentionally engaging in, assisting or encouraging criminal acts – including acts of violence, vandalism, harassment, or intimidation, whether physical, verbal, written or electronically communicated – that are directed at Muslims because of their religion or at those who are perceived to be Muslim, including where that perception is based on assumptions about ethnicity, race or appearance.

It is also the prejudicial stereotyping of Muslims, or people perceived to be Muslim including because of their ethnic or racial backgrounds or their appearance, and treating them as a collective group defined by fixed and negative characteristics, with the intention of encouraging hatred against them, irrespective of their actual opinions, beliefs or actions as individuals.

It is engaging in unlawful discrimination where the relevant conduct – including the creation or use of practices and biases within institutions – is intended to disadvantage Muslims in public and economic life.

I have several comments.

  1. I am delighted that the Government has dropped any use of the term "Islamophobia." My first article proposing this was written in 2012. See "Islamophobia – a trap for unwary Muslims." My most detailed explanation is my page "The word Islamophobia should be abandoned."
  2. It is clear from the words that the definition is not about protecting a religion from criticism. That does not stop people ignoring the plain text and alleging that it is.
  3. Obviously conduct outside the above is NOT anti-Muslim hostility. That should mean fewer cases of people criticising bad behaviour by some Muslims because they fear being accused of "Islamophobia."
  4. Intent is fundamental. Without intent, there is no anti-Muslim hostility.
  5. This definition does not change the law, and it does not make any conduct criminal.

Additional information

At 33:34 Robin Tilbrook talks about the International Holocaust Remembrance Alliance definition of antisemitism. In my view he seriously misrepresents it when he states that negative comments about Israel would be treated as antisemitism.
